The column headed Receiving Incumbents Average shows the average value of the benefit aggregated across only those incumbents that DO receive the benefit.
The column Percent Receiving shows the proportion of the sample that receive the benefit.
The column headed Average shows the arithmetic average value of each benefit aggregated across ALL incumbents in the sample, and includes zero values for those incumbents that do not receive the benefit.
