The column headed Average shows the arithmetic average value of each benefit aggregated across ALL incumbents in the sample. This average includes zero values for those incumbents that do not receive the benefit.
The column Percent Receiving shows the proportion of the sample that actually receive the benefit. The column headed Receiving Incumbents Average shows the average value of the benefit aggregated across only those incumbents that DO receive the benefit.
